Brazil still is not the berth of intellectualism. The JiaoTong University has released it's latest ranking and Brazil is not in the top 100: http://www.arwu.org/index.jsp (The top 20 contain two British, one Japanese and 17 US Universities)

Per this article, the pay increase didn't turn into purchasing power.

Gene, thanks for the comment. This is inline with the cost of living index published by mercer a few weeks ago, placing Sampa in 10th place of most expensive cities for expats. However, I have been questioning myself how (normal) Brazilians cope in the city...
